New "Split and Overlay" Relief Alternative Approved for 909 Area Code
New 951 Area Code - Split in Southern Section - Effective February 12, 2000
New 752 Area Code - Overlay in Northern Section - Effective February 10, 2001
WASHINGTON, D.C. (April 6, 1999) — Two new area codes have been assigned to the 909 area code in a unique relief plan that calls for a geographic split and subsequent overlay of the calling area, which includes portions of Riverside, San Bernardino and Los Angeles counties.
In the geographic split phase of the relief plan, the southern section of the 909 area code, which serves the western portion of Riverside County, will change to the new 951 area code. The other new area code - 752 - will be an overlay area code added to the remaining northern section of the 909 area code, which serves the western portion of San Bernardino County and the eastern portion of Los Angeles County.
The new codes were announced today by the Communications Industry Services (CIS) group of NeuStar, Inc., which serves as the North American Numbering Plan Administration (NANPA). On March 18, the California Public Utilities Commission (CPUC) adopted a two-phase split and overlay relief plan for the area now served by the 909 area code.
This unique area code relief plan is the first time a geographic split and overlay will be implemented in California in the same area code. It will be set up in two phases: the geographic split for the southern portion of 909, and an overlay, in which a new area code is added to the same geographic area as the existing area code, which will cover the northern portion of the 909 calling area.
Phase One - The Geographic Split
The first phase of the 909 relief plan begins with the introduction of the 951 area code during a six-month permissive dialing period, which begins February 12, 2000. During this period, customers can use either the old 909 or the new 951 to place calls within the new area code. In addition, customers in 909 and 951 can call between the two calling areas using seven-digit dialing (prefix plus four-digit number without the area code) during the permissive period.
Mandatory dialing of the 951 area code begins on September 9, 2000. After that date, callers who don't use the new area code will receive a recorded message reminding them that the area code has changed. They will be required to redial the number using the proper area code. The recorded reminder ends on December 16, 2000. Customers in the new 951 area code will still be able to make calls to other numbers in the 951 area code by dialing just the seven-digit number.
Some of the cities and communities in the new 951 area include Corona, Mira Loma, Riverside, Moreno Valley, Perris, Hemet, Banning, Murrieta, and Temecula.
Phase Two - The Overlay
Phase Two of the relief plan is the overlay area code - 752 - which will be introduced to the northern portion of the 909 area during a formal nine-month permissive dialing period, which begins Feb. 12, 2000, and runs through November 4, 2000. During this time, customers calling from within the 909 area can dial either the 1+10 digits or just the seven-digit telephone number. All customers within the northern section of the 909 area code are encouraged to begin dialing 1+10 digits on all calls, beginning February 12, 2000, to get used to the new dialing plan for the 909 and 752 area codes.
At the end of the "permissive dialing" period - November 4, 2000 - callers are required to use 1+10 digit dialing to complete their calls. Callers who don't use 1+10 digit dialing will receive a recorded message reminding them that they must dial 1+ area code + seven-digit telephone number. They will be required to redial the call. The recorded reminder will remain indefinitely for those who dial only seven digits. New phone numbers will be assigned in the 752 overlay area code beginning February 10, 2001.
With an overlay, all existing customers will retain the 909 area code, but new telephone customers for local phone service, cellular and paging services, and alarms, for example, assigned in the same area may receive the new 752 area code. In addition, all telephone calls made in the overlay area require 1+10-digit dialing (1 + 909 + seven-digit telephone number) - this includes calls currently dialed with seven-digits in the remaining 909 area code.
Some of the cities and communities in the northern section include Pomona, Upland, Chino, Ontario, Fontana, Colton, San Bernardino, Redlands, Calimesa, Crestline, and Big Bear.
Why New Area Codes Are Needed and How to Plan
Joe Cocke, NANPA's senior area code relief planner for the Western Region, including California , said the introduction of the two new area codes is needed to meet the rapidly growing demand for additional telephone numbers in the 909 area code and across the state.
"The demand for additional telephone numbers has been driven by several factors including an increase in California's population and healthy economic conditions," Cocke said. "Businesses are also expanding and needing additional telephone numbers, as well as a need for second and third phone lines in the home, and for more wireless services." Another factor is an increase in local telephone service competition, Cocke added.
When switching to or adding a new area code, Cocke said there are some things customers should remember including:
Changing stationery, business cards and advertising to reflect the correct area code if not already shown.
Updating fax machine group calling lists to include 1+10 digit phone numbers.
Reprogramming speed dialers, auto dialers, alarms and PBX (private phone systems)
Reprogramming outdial lists on personal computers to include 1+10 digits.
Cocke said the introduction of the 951 and 752 area codes will not affect the price of telephone calls. "Local calls will remain local calls regardless of the area code dialed," he noted.
The state's other overlay area codes are the 310/424 area in Southern California, which starts in July, and the 408/669 which begins Jan. 1, 2000, in Northern California. In addition, the CPUC approved an overlay for the 714 area code; the new code is 657, and begins October 7, 2000.
The CPUC has also approved overlays for Northern California's 415 and 510 area codes, which begin in 2000, but new codes have yet to be assigned.
A telecommunications industry group comprised of more than 30 companies collectively develops area code relief plans for California. Area code relief activities for the 909, 951 and 752 area codes are administered by CIS, which was selected by the Federal Communications Commission (FCC) to serve as the NANPA. NANPA is a neutral, third-party administrator that works with the telecommunications industry in developing area code relief plans and also oversees the assignment of area codes, three-digit central office codes, carrier identification codes, and other numbering resources throughout the United States, Canada, Bermuda and 16 Caribbean countries.
